We build to WCAG 2.1 Level AA, and where the web still falls short we answer the telephone. Nobody should be shut out of a service because of a website.

Text size controls
Use the display settings in the top bar to enlarge every piece of text on the site without breaking the layout. Your choice is remembered on this device.
High contrast mode
A high-contrast theme is one click away in the same menu, for anyone reading in bright sunlight or with reduced vision.
Keyboard navigation
Every menu, carousel, accordion and form can be operated without a mouse. A visible focus ring shows where you are, and a skip link jumps you straight to the main content.
Screen reader support
Headings are structured, images carry descriptive alternative text, and status messages are announced politely rather than silently updating.
Large touch targets
Buttons and links are at least 44 by 44 pixels, which matters a great deal on a tablet held in an unsteady hand.
Reduced motion
If your device asks for reduced motion, the hero carousel stops advancing automatically and animations are minimised.
Alternative formats
If the website is not the answer
- Large-print copies of any form, guide or report, posted free of charge
- Documents read aloud over the telephone by a member of staff
- Assistive listening devices and interpreters at public meetings
- Wheelchair-accessible vehicles for trips to our offices and centers
- In-person help completing any online form, at a senior center or in your home
All of these are free. Ask for whichever helps when you ring, and give us about five business days for anything that needs posting or scheduling.

Standard and scope
Our conformance statement
We aim to conform to the Web Content Accessibility Guidelines version 2.1 at Level AA. The site is tested with keyboard-only navigation, screen readers and at 200 per cent text zoom as part of ongoing development.
Some third-party content — an embedded payment page, a mapping service or a document supplied by a state agency — may not fully meet that standard. Where that happens we will supply the same information in an accessible format on request, at no cost.
This statement was last reviewed in July 2026 and is updated whenever the site changes materially.
